Using the saute function on the pressure cooker, cook the ground beef on medium heat.
As the beef is cooking, add the water, garlic powder, onion powder, and salt. Incorporate into the beef.
Once the beef is cooked, turn off the pressure cooker. Spread the cream of mushroom soup evenly over the top of the beef.
Spread the green beans evenly on top of the cream of mushroom soup and beef.
Sprinkle the cheese on top of everything.
Place the frozen tater tots on top of all the layers and distribute them evenly.
Place the lid on the pressure cooker and cook on high pressure for 25 minutes.
When the cook cycle is done, turn off the pressure cooker, remove the lid, and serve.
